On Proposals For Dealing With Problems In The Management Over Floating Population In Dezhou City

Since the reform and opening-up policy in the year of1978, the industrialization and urbanization have accelerated greatly in China. More and more rural labor forces are migrating from the rural districts to cities in the hope of making a better living. The migrants have not only promoted the economic development of China, but also led to profound changes distinguished by the evolution of the industrial and occupational structure, the urban population distribution,social stratum structure, and people’s lifestyles and values. The efficient management over and service for the floating population under new circumstances will be necessary during the process of municipal construction and administration.In this thesis, many kinds of analytic methods such as quantitative analysis, qualitative analysis, induction and deduction are fully utilized. With the profound foundation of professional public administration knowledge and rich experiences on management over the floating population, the author makes a comparison between the research results by the experts and scholars home and abroad on floating population and the local conditions of migrant population in Dezhou City. On the basis of the comparison, a summary is made of the development trend of Dezhou floating population and practical problems are analyzed. Then the author provides some efficient proposals on enhancing the administration of floating population in Dezhou. These proposals will promote the efficient management of the floating population and the political, economical, cultural and social development of Dezhou City.As is considered in this thesis, there are several defects about the management over the migrants in Dezhou city as follows:the shortage of creative concept, the imperfection of laws and regulations, the lack of sound organizational system, the low degree of socialization of management of floating population and so on. The reasons are:the long-standing urban-rural dual economic structure, the outdated management concept of the government, the imperfection of existing laws and regulations, and the quality of the migrants being not high. Proposals are made through inductive and deductive analysis as follows:to enhance service awareness of the civil servant and uplift the comprehensive quality of the migrants; to build a perfect law system to provide institutional guarantee; to innovate management system and regulations on management over the floating population; to establish and improve organizational structures to provide organizational guarantee; to strengthen supervision and perfect the appraisal mechanism on management over the migrants; to provide sufficient services for the migrants and make sure that their legal rights are not being invaded; to innovate managerial model and promote the level of socialized management over the floating population.
