As the basic political system of rural grass-roots management, villagers’autonomy has played a great role in the aspects of rural political management, economic development, social development and civilization open-up since its inception, and has been further improved Despite of so many achievements, with the widening gap between urban and rural areas, especially the massive outflow of rural elites, rural development is now facing a serious problem of talent scarcity. From this point of view, the thesis is going to explore the fostering issues of political reserved elite force, which has universe significance all over China, based on the relevant research data in some places of Guangxi, and try to give up some advisable solutions on the problems that rural county faced in culturing reserved political elitesFirstly, on the basis of the analysis of the scholar experts, the thesis started with related concepts of political elites and then determined the political horizon and basic stance of this study. From the research it concluded that the rural political elites are such a group of people who have the authority and leadership in the management of rural political and democratic construction. The reserved political elites are those potential political labors who haven’t entered rural politics, and they can be transformed from other types, or explored from local villagers, or recommended from outside of rural county.The second part analyzed the important role political elite plays in the process of democratization, on the basis of China’s conditions and the condition of the villagers’ autonomy, combined with the reality that political elites played a key role in the rural modernization process both in domestic and abroad. It concluded that political elite governance in the process of villagers’autonomy is in need of current state condition and a necessary stage, in this way we can easily understand the necessity of culturing reserved political labor. As it’s still lack of attention to the elite democratic theory in our academic circle, and the related research outcome is very short, the thesis did a in-depth analysis on this part because of its’necessity.Based on the practical difficulties of some villages, the third part revealed the common problems faced by China’s vast rural villagers, such as the outflow of talents, the serious aging problem of rural political elites, potential political elites’ lack of awareness in politics, the imbalance of political elites on gender and the imperfection of the system to culture reserved political elites. Those problems had a direct impact on the achievement of rural villager autonomy, did great harm to many aspects of political, economic, cultural and other construction, thus political reserve forces fostering problem is very urgent. Besides, it is because of the huge gap between urban and rural areas that lower the attraction of rural area, and the traditional farmerist obstructs the awakening of political consciousness, and also the lack of system protection of elite politics is also an important factor influencing elites’ political enthusiasm. This part did an in-depth analysis of specific problems of villagers’ autonomy, which is also starting and ending points to study the problem of back-political elite training.Through the analysis, in the last the thesis attempted to combine the typical experiences and models at home and abroad in the process of rural modernization or democratic political construction, and put forward some feasible measures:building a systematical hierarchy with the government guiding, the township government assisting, and the village committee plays the main role; building a improving dynamic mechanism for the refluxing and training of political elites in means of strengthening of rural infrastructure, bridging the gap between urban and rural areas;building a double-track growth mechanism through cultivating potential political elite forces within the village and transformation of other types of external talents; building a security mechanism from government to business to the township for the return of the political elites in the mode of student village official and migrant workers.
