With the rapid development of the society, there is a growing concern about thephrase “uninhabited islands”, which has become the research priorities. Uninhabitedislands usually refer to the islands where there are no residents. There are two reasons whyuninhabited islands cause so much concern. On the one hand, there are rich naturalresources in uninhabited islands including minerals, oil and so on. On the other hand,uninhabited islands are of strategic importance. At present, many uninhabited islands arebases of our territorial waters, which are essential to sovereignty and territorial integrity.Therefore, it is important to the development of the marine economy and the nation’seconomy to exploit the uninhabited islands. Though we have made some progress andachievements in designing the regulations about the compensated use of the uninhabitedislands, the laws and regulations concerning uninhabited islands are imperfect. And thishas led to many problems in the exploitation of uninhabited islands such as the waste ofresources, the disorder of management system and the insufficiency of infrastructure.These problems exert serious restraints on the healthy and orderly exploitation ofuninhabited islands. In order to exploit uninhabited islands better and exert the utmostpotentials of uninhabited islands, it is especially important to discuss the regulations aboutthe compensated use of the uninhabited islands.In this paper as the research subject uninhabited islands and regulations about thecompensated use of the uninhabited islands as research contents.Through discussing thepresent situation and the value of uninhabited islands, paid for the use of uninhabitedislands was illustrated the necessity and importance of the legal system. The articledetailed introduce the development of the legal system of paid use of uninhabited islandsand the construction of the legal system of paid use of uninhabited islands on the variousconcrete practice of China. Through the study points out the current legal system of paiduse of uninhabited islands in the concrete problems existing in the implementation process. On the basis of the relevant experience of other countries for reference, combining withthe national conditions and the existing problems, put forward to perfect the legal systemof paid use of uninhabited islands.In short, discussing various aspects involved in theregulations about the compensated use of the uninhabited islands, the paper is expecting toprovide some reference in the research of the regulations about the compensated use of the uninhabited islands.
