The Study Of Development Regulation On Uninhabited Islands From The Perspective Of Game Theory

It has been almost nine years since the implementation of Island Protection Law,which has significantly enhanced China's island management ability,evidently improved island development environment and public opinion,and mitigated the sharp contradiction between island protection and development to a certain degree.However,from a partial perspective,the effect of uninhabited islands protection and utilization management has been unsatisfactory.Due to lack of supervision and inadequate punishment,"regulation failure" has still existed and turned to be a widespread problem.Exploiting how to carry out effective government regulation on development and utilization of uninhabited islands is a matter that needs to be discussed and solved by island management authorities in China.Therefore,this essay deeply studied development regulation on uninhabited islands in China.Firstly,from the current situation of the development regulation on uninhabited islands,this essay combined the legal basis and the main means of development regulation on uninhabited islands,and also using DEA to empirically analyze efficiency of the development regulation on uninhabited islands among 2011-2016 in China.The result showed that in nearly six years in our country,the efficiency of development regulation on uninhabited islands presented a upward trend after fall,but it was still relatively low.Secondly,this essay discussed the fundamental reasons and solutions for inefficient regulation on the development of uninhabited islands by using the method of game analysis.Through establishing agency model between the central government and local governments,this essay obtained factors affecting optimal actions taken by the principal and the agent.Through establishing the game model between local governments and uninhabited islands developers,this essay obtained factors affecting optimal supervision actions of local governments,and optimal non-compliance development actions of uninhabited islands developers.Through establishing the game model of three parties,this essay obtained factors affecting the optimal supervision actions of the central government,and the optimal conspiracy actions of uninhabited islands developers and local governments.Finally,according to the analysis of game result,this essay proposed five countermeasures and suggestions on improving development regulation on uninhabited islands in China.That means to further elevate the effect of development regulation on uninhabited islands in China through five aspects,which include improving the legal system concerning uninhabited islands,establishing incentive and constraint mechanism of local regulatory bodies,enhancing law enforcement on development regulation on uninhabited islands,exploiting and establishing ecological compensation system of uninhabited islands,and establishing active and effective public participation and supervision mechanism.
