A Research Of The Development Of CPC’S Thought On People’s Livelihood Post The16^th National Party Congress

People’s livelihood refers to existence and development of people. In the historyof the development of civilization, livelihood issue has been the most practical matterwhich appears in the life of all the members of society and that is paid much attentionto by people. Improvement of livelihood is not only the basic content of the develop-ment of society but the crucial goal of national and social activities. Emphasizing onpeople’s livelihood, Communist Party of China (henceforth CPC) have devoted them-selves to the livelihood issue in order to get improvement since they founded CPC.They propose a series of creative thoughts and accumulate some valuable experienceon the issue of people’s livelihood. CPC have placed much emphasis on people’s live-lihood and serve the people heart and soul all along. Our economy has leapt forwardsince we followed the policy of reform and opening.However, the livelihood issue is becoming serious because of the unbalancedstrategy adopted in economic development and extreme disparity between the rich andthe poor which is cause by traditional city and countryside dual pattern and the incom-eplete distribution system. CPC and the government highlight and solve the issue postthe16thNational Party Congress (henceforth NPC). Thus, it is meaningful that we sh-ould make researches of CPC’S thought on People’s Livelihood post the16thNationalParty Congress as well as the livelihood issue at the present stage, construction of aharmonious socialist society and a moderately prosperous society in all aspects.On the base of Marxism stand and viewpoint, this thesis analyzes the origin anddevelopment of the thought of people’s livelihood post16thNPC at first. From theperspective of the origin of theory, CPC learn from Sun Yat-sen’s thought of people’slivelihood and carry forward and develop the thought of people’s livelihood of someMarxism writers and that of successive central leaders before the16thNPC. Meanwhile,the development of the thought of people’s livelihood in the new period is influencedby the sound European livelihood system.It causes the serious livelihood issue, with the unprecedented economic increase in the period of reform and opening. It is the European experience that helps form andenriches CPC’s thought on people’s livelihood.Then, this thesis illustrates the important measures that can carry on the thoughtof people’s livelihood post16thNPC. CPC take actions in the areas of education,employment, health, security and installation in order to ensure that all our peopleenjoy their rights to education, employment, medical and old-age care, which plays aindispensible role on improving the livelihood issue and safeguard people’s rights.Sequentially, this thesis discusses the creation and characteristics of CPC’sthought on people’s livelihood post16thNPC in a deeper sense, including the newtheoretical guideline--the scientific outlook on development whose key notion ispeople foremost, a new ruling idea—equality and justice, a starting point for improvingpeople’s livelihood—dignity and assurance of human rights, a new goal—sharingachievements and constructing harmonious socialist society.Consequently, this thesis summarizes the theoretical meanings and practical valueof the development of CPC’s thought on people’s livelihood post16thNPC. Not onlydoes it follow Marxism theories, but develop a new scientific theory. As the work ofCPC, it develops People’s View, People’s Interest, the theory of Scientific Socialismand the theory of socialism with Chinese Characteristics. Solidifying the classfoundation and the public foundation of CPC, these thoughts and practice can improvethe governing capacity of CPC and reach a consensus on deepening reform..
