As a large agricultural country, the agriculture plays a vital role in the protection ofnational economic development and social stability of our country. However, for along time, the agricultural development has been plagued by natural disasters.Influenced by global climate and other factors, the occurrence of natural disasters isbecoming more and more frequent and severe. And because of the characteristics ofagricultural insurance itself, including the larger risk, higher cost, lower income andmore payment, any agricultural insurance company is not able to bear the loss of thefarmers alone. So, we need to build the agriculture reinsurance system to spread therisk of primary insurer and to promote the development of agricultural economy.Therefore, the perfection of agricultural reinsurance system is particularly important.Firstly, this paper compared three different forms of agricultural reinsurance mode indeveloped countries including the subordinate reinsurance institutions providingagricultural reinsurance model (USA), the government agricultural reinsurance fundproviding agricultural reinsurance model (Canada) and the government and theprivate reinsurance institutions providing agricultural reinsurance model (Japan).Andsummarized their characteristics in agricultural reinsurance system. Then, analyzedthe existing agricultural reinsurance system of our country from the laws andregulations of national level and agricultural policy to the local regulations andsummed up the problems of China’s agricultural reinsurance system eventually.Finally, put forward the feasible measures of perfecting our country’s agriculturalreinsurance after combining with the legislative situation of our country and drawinglessons from foreign advanced ideas about agricultural reinsurance system.In a word, to perfect the related provisions of the current agricultural insurance is thebreakthrough to promote the development of agricultural reinsurance system. We needperfect the agricultural insurance regulations and establish an agricultural reinsurancecontract law system that adapt to our country agriculture. We should adjust the taxpolicy and provide the fiscal and taxation support for agricultural reinsurancecompanies. We also should set up dedicated regulators and perfect the regulatorydetails. If we perfect agricultural reinsurance system from the aspects above, it will besure to make agricultural reinsurance system more scientific and reasonable and so asto promote the development of agricultural economy of our country.
