On May2,1938, the two countries signed a " Chinese customs agreementbetween British and Japan”, the main content of this agreement was the two sidesdecided how to deal with the problem of repaying the debt of the occupied region inChina occupied by Japan. And at the time of they signed the agreement withoutnotifying the agreement of the parties---China. This paper will focus on the processof dealing with tariff of occupied region, namely the process of signing the agreementand divide the process into three parts. The first part is the Chinese tax issue of theNanjing National Government during the pre-war. The second part is about theTianjin customs problem after the July7th incident. The third part is the Shanghaicustoms problems and the China customs agreement. This paper holds that theprocessing of wartime tariff problems did not begin in the Tokyo negotiation afterShanghai customs, the author thinks that the emergence of the problem can be tracedback to the July7th incident after Tianjin customs problems. The emergence of theseproblems was the tariff autonomy policy of Nanjing National Government period andthe customs administrative status as the historical background, during which theissues between Japanese government which has long coveted the Chinese custom,Britain government that has core interest and the National Government which wasinfluenced by national consciousness was constantly increasing. At the same time, theoutbreak of the Sino-Japanese war makes Chinese customs problem more prominent.Whether the existing system of China customs can continue or not,how to deal withthe customs in the occupied areas and how to cut out to the customs for the guaranteedebt are problems urgent to solve, then the three countries launched a series ofconsultations and negotiations about China customs problems in diplomacy, finallythe day between the two countries signed an agreement to solve the problem of tariffswithout notifying China. The purpose of this paper mainly discusses the diplomaticgain and loss of the three countries in the process through agreements signed by threeparties on the diplomatic game.
