Government performance evaluation is a key link of administrative system reform inour country, not only in academic field has some achievements, and has obtained goodeffect in practice. Leading Party and government performance evaluation is not only ameasure of leading Party and government work efficiency and the work efficiency, butalso to improve the style of work, improve the efficiency of government work, reduce thecost of the work of the government, establish a good image of the government.Performance evaluation is one of the main tools of the new public management movement,played an important role in the development of western politics and administration reform.In the performance management work, an important part of the design of performanceevaluation index system of performance evaluation has become. If the performanceappraisal index design method used improperly, resulting in performance evaluation indexsystem is not scientific, not reasonable, the performance evaluation of a dilemma, so thedesign and to further improve the performance appraisal index system become the focus toimprove performance evaluation work.This study starts from the related theories of performance evaluation index system ofParty and government leadership of the basic experience, perfect performance evaluationindex system on the carding of domestic and foreign, this paper analyzed the situation ofperformance appraisal index system of Huaihua city urban party and governmentleadership, and make comparative analysis with domestic other relevant places, found thecharacteristics and problems of existing index the performance appraisal system from.Then based on the performance assessment index system of reality of Huaihua city urbanleadership team, puts forward basic principles of Party and government leadershipperformance evaluation index system, using qualitative and quantitative methods toimprove and perfect the existing leadership performance evaluation index system.In this paper, the design of the performance appraisal system of Party andgovernment leading, mainly adopted the comparative analysis of qualitative researchmethod, Delphi method, public evaluation method to make the performance evaluationindex system of Party and government leadership has certain rationality. In thequantitative research method, the author mainly uses the analytic hierarchy process (AHP),by constructing the hierarchical structure model, the judgment matrix is established,according to the characteristics of root variable for each variable consistency test, thus to verify the index of scientific system design. Due to time and academic capacity constraints,and the restriction of data collection, the paper still has many deficiencies, the need forfurther research. The author to design and improve the performance appraisal indexsystem of Party and government leaders through a certain method, but only a theoreticallevel is not enough, also need specific work in the implementation of performanceevaluation index system further improved.
