The "State-society" Interaction In Community Building:Complementarity And Embeddedness

Since the reform and opening up, significant changes in the economic field not only promoted the reform of the political field, but also triggered a drastic change in the social sphere. Disintegration of workunits(danwei) system making the state lose base of organization to control the society completely. Community building experienced both intervening of state power and administrative process of community-based organizations, but with ever-increasing diversity and autonomy of society, the development of society needs to return to community power. Thus, the theme of community building has changed:how to promote top-down construction of state power and bottom-up self-development of community coexist in an harmony way, and how to eliminate of tension between the two forces two to the maximum and unify the two to improve the quality of life for community residents. This paper argues that the complementary and embeddedness is choice for state and society interaction in evolving process of community building, complementarity and embeddedness can meet the mutual needs from the state and society, and resolve the tension between the two to a large extent.The reality of the "State-Society" complementarity and embeddedness is expanded in the level of actors. The Party organization, neighborhood committee, community-based social organizations are the main actors in community building, and management and operation of these organization fully explain the state and society how to link and influence each other at the grassroots level. This paper argues that, in our country, community in the place where state and social forces compete and interact with each other, community-based organizations are the carriers and actors of "state-society" interaction. Observing the interaction between the state and society from the operation of community social organization is an effective, and only the process of rational choice and behavior can interpret the interaction between state and society, and show the dynamic relationship between state and society.In the neighborhood space, we can observe the interplay of overall macro-changes and micro-actors, which makes study of "state-society" relationship in community academic valuable. Peter Evans discussed complementarity and embeddedness, which provide important reference for this article, but this article will not stop here and presents that actors are critical initializers and practitioners of "state-society" complementarity and embeddedness, and based on the perspective of the actors this paper deduced and summarizes theory of complementarity and embeddedness to build a theoretical framework of this study. Through empirical study of Hangzhou city Shangcheng district Xiaoying street, this paper showed the functioning of the Party organization, neighborhood committee, community-based social organizations, and then analyzed the three types of actors how to interpret "state-society" complementarity and embeddeness as well as the difficulties faced in the process. Finally, the article will rethink how to promote the complementarity and embeddness between state and society based upon perspective of actors.
