Research On Resident Autonomy Under The State-Society Benign Interaction

Residents 'autonomy in our country has been given new meanings with the progress of society.From the beginning of the founding of the PRC to the 1990 s,China established a basic social governance concept of residents' autonomy.From 1990 s to the beginning of the 21 st century,the basic system of resident autonomy in the vigorous community building movement Established,endogenous self-government caused by the needs of residents in the new century today has appeared in all parts of the country,adding new meaning to the self-government of residents.There are two major participating forces in residents 'self-government.One is state power and the other is social force.Different forms of interaction between the state and society influence the form and development of residents' self-government.This paper proposes a state-society interaction analysis framework to explore the state-society collaborative autonomy.Under the influence of state and society's action logic on residents' autonomy.In this paper,G community,S community,and X community in Shanghai's H Street are used as field survey sites.Through an in-depth study of the residents' self-government activities jointly carried out by the three communities,the Sipailou Road Management Committee,the author discusses its "community party branch-Road Management Association Autonomous Group-Regular Meeting ",a closed-loop problem-handling mechanism that is coordinated with each other.In this case,the streets and communities as the national force provided authoritative support,resource integration,and appropriate incentive mechanisms for the Road Management Committee.Social forces used the endogenous elites of the community and the advantages of social capital to support the operation of the Road Management Committee.Under the coordination of the two major systems,this residents 'self-government project realized the endogenous decompression of the community and the residents' awareness of autonomy was improved.Community social capital has been activated,and a piecemeal and coordinated governance mechanism has taken shape.While achieving results,we must also see that hidden problems still exist.Due to the rigidity of community workers 'working concepts,the residents' autonomy is still restrained by the general party branch in residential areas and cannot be completely released.The participation of community residents,especially the migrants,is still not high.At the same time,the lack of a restraint mechanism on functional departments in the community leads to the selective cooperation of functional departments.Therefore,for the long-term operation of community residents 'self-government,it is also necessary to improve the residents' self-government system,optimize the system design,give residents 'self-government organizations a high degree of autonomy,and regulate the residents' self-government operations in the form of systems.Independence.It is also necessary to give full play to the leading role of party organizations,to guide residents in the right direction and path,to play a vanguard role of party members,and to drive residents' participation.
