Taking Han village as case,the author attempts to analyze the institutional basis of village public goods after the farmers ssystem by neo-institutionalism in organizational sociology perspective.The first chapter points out the problems and the significance of this study:Rural research in our current transformation process is very important which is the key to rural development. Currently, after a series of institutional change, what operational logic of rural public goods supply is? what logic farmer organizations in the supply of public goods in the course of action is, what kind of features presented?The second chapter is a literature review. Products include many aspects of public property, the supply of rural public goods not only to the national level of the supply system, the more it comes to interacting with the established supply system of rural society in recent years, with the changing nature of the rural community, this interaction fashion and performance are also changing. Therefore, the literature review of this paper not only reviews the theory of public goods academic sociology, but also for the rural public goods supply mechanism studies in detail comb, and finally reviews the system of rural public goods based. Through the sociological theory of public goods, rural public goods and institutional basis for a brief combing pointed out in the context of the current system of state intervention farmers, the key is to organize the supply of public goods cooperation between farmers, therefore, this chapter focuses on the grassroots organizations in transition. Meanwhile, the author tries to prove that the new institutionalism in organizational sociology is an appropriate theoretical analysis tools. The third chapter describes the overview of the field and research methods, focusing on the case presentation. By examining the northern Shaanxi Han village "jiajiatong " project, I analyzed the operational logic of rural public goods supply, the farmers’ collective action focused on the institutional organization of farmers under the cooperation strategy and subjective consciousness. From this perspective, the supply of rural public goods is no longer just a single property, resources or customs problem, but also among farmers and interaction between farmers and the state system, meaning, a different understanding and interpretation of competition process. This study used qualitative research methods, by means of a solid field observation, in-depth case studies conducted through semi-structured interviews and participant observation, in which the main survey to interview and observe deep into the villages and talk. This study was designed primarily through qualitative methods, interviews and observations in personal contacts with the specific operation of the community in the process, in order to grasp the logic of the state and the real life. In the use of specific methods, this paper mainly adopted participant observation, semi-structured interviews and literature three ways.Chapter TV tissue through the use of collaborative model of road events, farmer organizations carried out a detailed analysis and discussion. After30years of reform, a series of institutional change resulted in the supply of public goods logic villages of great change took place, arranged by the government’s centralized system steering a proposed democracy. Under a proposed "democratic " system, each of the current state-provided public goods concern is the public goods themselves and only interested in providing new public goods, but the actual effect of public goods provided without attention or not interested with the overall revenue. While the social benefits to farmers and the practical utility of the basic considerations are seldomly considered, which ignore the village’s own development logic. The current village public goods that broke the original supply order, the new supply balance has not been established, therefore,the village public goods fall into the trap of a transformation and institutional disorder.The fifth chapter is the conclusion and discussion. After30years’reform, with a series of systems’changevand the changes in society, farmers have the right to quit the capital of public goods. So village couldn’t organize effective collective action. Beause of uncooperative individuals, villages’overall public goods can not be effectively implemented, and hitchhiking and householders played a pivotal role in the supply of public goods in the village. Thus, hitchhiking and householders become shackles in rural public goods supply and maintenance.
