With the rapid growth of China’s economy, people’s living standards have greatlyimproved, people on public service requirements are also increasing, institutions faceenormous challenges as the main provider of public services. How to improve theinstitution staff service levels and efficiency of service is the reform of institutions in anurgent problem. To give full play to the role of scientific cooperation incentive incomedistribution system of staff, inspire enthusiasm institution staff, institutions pay forperformance reforms carried out in order to improve the institution staff work performance.However, due to the nature of the different institutions, a wide variety of jobs, thegovernment did not introduce the implementation details of the reform of publicinstitutions pay for performance, so each unit only merit pay based on their understandingof the reform is the emergence of many problems and did not fully pay for performancestaff incentive effect.In this paper, through the investigation of performance pay implementation in the Aprimary school in Zhengzhou, affect the work of school staff performance salarymotivation, performance pay has found performance pay implementation process ofunderstanding is not in place, the performance appraisal is not standardized, post settingunreasonable, pay for performance incentive effect is not obvious problems. To solvethese problems, relying on the theoretical basis of this article, from a reasonable set ofperformance appraisal system to play a role in performance pay incentives to effectiveperformance monitoring mechanism to promote equitable to Staff System Reforminstitutions to establish institutions of self-realization staff three aspects of consciousnessas a countermeasure to solve these problems. This innovation introduced with majorinstitutions in the Staff System Reform, previous studies rarely pay for performancereform institutions and personnel system reform combined, this article will cause the unitto achieve as improving Staff System institution staff means of job performance toinstitution staff enhanced sense of responsibility and mission to improve the performanceof their work as a powerful guarantee, from a new perspective to study the performanceof work on job performance that affect the institution staff.
