As the development of public management movement,governments have transformed their requirement from developing efficiency to building service-providing governments.How to inspire government officials' working activity and innovation,is the key point of building a service-providing government.S City Integrated Free Trade Zone is a truly service-providing public department.At the very moment of transformation,how to develop its management capacity with scientific management tools and how to do performance management work efficiently,are both important for it to increase development level and excavate the competitive potential.The main idea of this essay is to find out problems during the performance management in S City Integrated Free Trade Zone.The author tried to do this work by literature research and interviewing employees and finally summarized some main problems,such as employees lacks correct idea about performance management,no scientific tool to do performance evaluation,no publicity for evaluation results,no accountability for serious working mistakes,lack of performance communication links,etc.Based on the research,,the author also analyzed the reasons deeply,and according to the situation of S City Integrated Free Trade Zone,she raised some improvement measures,such as to improve the system of performance management,to use performance evaluation results efficiently,etc.The author hopes that by reasonably improving the problems in performance management,the S-city comprehensive bonded area can be further enhanced in the personal development of the employees and the work efficiency of the department,and the performance management function can be truly used.
