A Study Of E-Government In Hangzhou’s Practices Of Publicity Of Government Affairs:Issues And Solutions

ABSTRACT:Since the1990s, some developed countries have promoted the construction of E-Government with the rapid development and popularization of information technology in the world. By promoting the organic combination of E-Government and government reform, these countries have achieved good effects on the construction of the open service oriented government.According to the Third Plenary Session of our Party’s18th Central Committee, we need to change government function, deepen the reform of administrative system, innovate management style, enhance the government credibility and execution, finally establish a law and service-oriented government. As an important means in changing government function and enhancing government credibility and execution, E-Government and transparency of government affairs are increasingly emphasized from central to local governments. Therefore, the research about E-Government and transparency of government affairs will have important realistic significance to the development of E-government and transparency of government affairs in China.This paper adopts the method of literature research, case study and survey research. Firstly, this paper introduces the theories of E-Government and publicity of government affairs, including the connotation of E-Government, development at home and abroad, and the relationship between E-Government and publicity of government affairs. Secondly, E-Government in Hangzhou’s practices of publicity of government affairs are stated. The author summarizes some good experience of "Hangzhou China" portal website, government open decision and the power of the sun operation mechanism. Then, the problems and the factors of restricting the development of E-Government are also discussed in this paper. Finally, the author puts forward the corresponding countermeasures and suggestions on how to strengthen E-Government development and promote publicity of government affairs, which indicates the development direction for E-Government in Hangzhou.
