Regardless of the civil service in that country is the government in the longprocess of development of human resources can not be replaced, so thegovernment in the course of work on performance appraisal of civil servants is alsovery important. Only civil servants be fair and equitable, rational and efficient inorder to truly provide government efficiency in the performance appraisal process,but also to continue to promote the work of the government tends to systematize,rationalize and modernize.Junior civil servants are in direct contact with themasses lowest national leadership cadre, in view of the existence of the problemgrassroots local government civil servants have strong representation anduniversality, Therefore, this paper Laos grassroots local government civil servantsas the study of performance appraisal of current theory and research grassrootslocal government to sort out performance appraisal of civil servants, and furtherintroduces the basic symbol of the current situation in Laos assessment of juniorcivil servants.In the process of research, this paper firstly based on the thesis writingbackground, purpose, significance, method, framework, research status at homeand abroad, and analyses the relevant concepts and theories related;then on thebasis of the theoretical analysis of the current Laos national basic situation,through the analysis of the now, found the Laos township civil servants at thegrass-roots level the main problems existing in the process of performanceappraisal has three aspects:one is the problem from the township is the assessmentof those civil servants, another from the inspection process, the third question isfrom the inspection environment. In order to solve these problems, the article forreference in the process of writing the Chinese on the successful experience in theprocess of the township civil service examination. Finally, based on the currentcharacteristics of Laos township civil servants put forward targeted changeperformance appraisal proposal now, such as: enhancing the assessment of theunderstanding of the villages and towns grass-roots civil servants, civil servants atthe grass-roots level, the improvement of the performance appraisal process, payattention to examine the improvement of the environment, etc. Some measures.
