As the civil servant law promulgated,civil servant performance appraisal was first written into law,with the guarantee on the system,in recent years,local governments at various levels shall adopt also took different forms to performance appraisal work of exploration and research,has obtained the certain effect.XZ town in shandong province as the most grass-roots township government,in the practice of the civil servant law regulations on performance appraisal in appeared many problems,such as not according to the actual conditions,refinement,quantitative examination content,examination of single subject,caused such problems as at the end of the year,light at ordinary times of examination of civil service performance evaluation results distortion,civil servants work enthusiasm,initiative didn't get inspired,violated the original intention of civil servant performance appraisal.Therefore,research on XZ town of civil servant performance appraisal,it is necessary to pressing,has great practical significance.This paper from the definition,characteristics,evaluation of civil servant's performance assessment methods,theories and research status of reviewed the related concepts and theories of civil servant performance appraisal method,provide a theoretical tool for follow-up study.Second,to XZ town in shandong province as a case study the town of civil servant performance appraisal.The whole investigation process is mainly the methods of interview method,questionnaire method to obtain the relevant data for XZ town,analyze the current situation of civil servant performance appraisal;Survey found that XZ town mainly exist in the civil servant performance appraisal appraisal content general,abstract,appraisal main body of a single,lack of assessment at ordinary times,the problem such as the use of the assessment results become a mere formality.Then the author analyses the causes of the problems,and suit the remedy to the case,put forward the optimization XZ town of civil servant performance appraisal ideas and principles and specific measures are put forward,mainly including refinement and quantitative appraisal content,appraisal main body,rich peacetime assessment and the assessment content such as the combination of the end of the year.Finally,in view of the previous optimization scheme of the relevant guarantee measures are put forward.
