ABSTRACT:This article will focus on the study of "Huaihua urban planning and management situation and strategies", analyzing and summarizing concepts, principles and tasks of the urban planning and management. Based on the current mode, this article analyzes the basic model, characteristics and problems of Huaihua city planning and management at the present stage by methods of systematic study, theoretical deductive, comparative analysis and empirical research. It also analyzes reasons why the current planning and management model can’t suit to the city-development in Huaihua from sides of system, administration, law, technology, main benefits and the public. After a deep analysis in history, social background, realistic conditions, this paper proposes a new multi-agent-participate planning and management mode and pertinently researches the typical characteristics of public-involved planning and management mode, established a operating framework where Multi-sectoral and multi-agent closely linked, through measures of improving planning and management mechanisms, adjusting the administrative structure, improving the ability of govern-leader, innovating decision-making mechanism, increasing oversight department, contacting with the public closely and strengthening information construction. The public, as an important role, run through every aspects of the new planning and management mode in this paper. No matter by the side of technology or administration, public wisdom is absorbed. Similarly, pubic works in supervision. Thereby, public interests and the public interests can be ensured not to be affected by the individual interests and departmental interests. The incidence of corruption can also be reduced in the field of urban construction. In the new urban planning and management system, two departments are added that are detachment of planning law-enforce and planning compensate-and-punish department. It shows that law enforcement and punishment as the same important department in urban planning and management can promote urban management. The new planning and management mode is an inevitable choice in building a livable eco-Huaihua in which multi-sectoral coordinate, public involved in supervision, and better punishment mechanism works.The18th CPC National Congress proposes to "propel the construction of new urbanization". With the further deepening of reform and opening, opportunities in the new round of reform is coming. Urban development is changing from extensive form to livable form step by step. Urban planning and management is facing new challenges. Huaihua, as a new city, developing with the development of railway career, has its typical contradictions and problems in urban planning and management. As a result, it is significant to "the construction of new urbanization" to study Huaihua urban planning and management.
