Urban Space Management: Theoretical Mode And Practice Strategy--Giving An Example Of Xi'an City

Because of the existence of spatial economy in cities, Unreasonable condition in urban space arrangement will unquestionably reduce the utility of resources even if the product market and the element market have reached the state of Pareto. In the process of changes of urban space arrangement the good urban spatial structure will produce good economic, social and environmental benefits, maximize the arrangement of urban land resources and make full use of the social resources. Therefore, it' s even more important to know how to employ the urban space perfectly and efficiently in order to form reasonable and effective urban spatial structure. City planning is a main method to perfect the urban spatial structure. However, the lack of the economic meaning in city planning makes city planning difficult in guiding the construction in reality . The idea of urban management provides an entrance to city planning. And urban management has become important form and method in practising city planning. It realizes the beneficial arrangement of urban space through the management the land and other resources. Thus, how to perfect the urban spatial structure and increase economic efficiency of resource arrangement through urban management has become an important problem in both reality and theory.This paper raises the conception of urban space management through the research and analysis towards the results and practices of the two theories: city planning & urban management. And it analyses the necessity of urban space management, discusses the comprehensive benefits and the aims of the urban space management . The paper also analyses the choosing and managing of the urban spatial expansion, discusses the economic mode of the urban spatial expansion. After that the paper analyses the landusing theory and raises the evaluation system as a method to check the utility of space. The paper discusses and explains the urban management reasonable modes theoretically as well as practically, on the base of that, the paper also discusses the space management modes of the new zone as well as the old zone in cities.This paper gives a costs- benefits analysis on the location-choosing in space expansion in city of Xi'an and demonstrates the reasonable location-choosing on the basis of the economies analysis of the urban space. And this paper shows the problems existing in Xi'an's spatial structure through the analysis and evaluation about Xi'an's urban spatial structure, puts forward some relevant space management ways towards Xi'an's old zone, Qujiang new zone and Hi-tech zone respectively.
