Research On The Public Cultural Service System Of Hekou Town In Yanshan County

Public cultural service system construction is an important way to guarantee people and realize their own cultural rights, which is not only beneficial to improve the cultural quality and lives of citizens happiness index and also can better meet people’s spiritual and cultural needs. It is a strategic task to set up an efficient public cultural service system. And it is also a major infrastructure to realize the liberation of cultural productivity and achieve great development and prosperity of Chinese culture. The system of public cultural service contains a lot of contents, including the public cultural facilities, public cultural products and services, and public cultural management system and so on. Public cultural service system construction is related with government-led and social participation, which is based on the actual needs of the people, increasing the supply of public cultural services and products. With a healthy network of public cultural facilities, government should also pay attention to use the existing public cultural resources efficiently and establish the stable talent team with the scientific performance appraisal system, in order to impel the healthy development of public cultural service system.This paper puts the Hekou town of Yanshan County as the object of study of the public cultural service system, by means of summary of literature, field surveys, interviews and other methods to study, a brief review of the background of the construction of public cultural service system, regarding a new public service theory, public goods theory and public choice theory as the theoretical basis of the study, introducing the theory and practice of public cultural services at home and abroad, putting the Hekou town current status of public cultural services as the starting point, revealing the current problems of Hekou town in the construction of public cultural services, and then proposing policy recommendations to improve the Hekou town of public cultural service system. It is necessary to improve the Hekou town’s public cultural service system. We must firstly improve the network of public cultural facilities, strengthen the management and operation of the existing public cultural facilities, optimize the layout of public cultural facilities, improve the utilization of public cultural facilities, good public cultural services construction of the publicity work, so that more residents go into the building of the local public cultural services, and understand the Government’s policy. Secondly, we must build a public cultural service network platform, which is aware of public cultural services, participatory and convenience, so that people can enjoy a more convenient, faster, richer public cultural service. Thirdly, we must improve public cultural services and products supply level to allow the Government to establish a correct concept of public cultural services, so that people have the courage to express their own cultural needs of the supply and demand of public cultural services to match. At the same time, encourage the community to participate in the supply of public cultural services, diversify the supply of public cultural products, and reduce the government’s financial burden. Fourthly, we should further improve the management system of public cultural services. Let the limited financial investment play the biggest role and establish a rational human resources management system to inspire staff enthusiasm. Finally, this paper summarizes the significance of the construction of public cultural service system in the Hekou town.This paper puts the Hekou town of Yanshan county as the object of study of the public cultural service system. It is an important part of the urban and rural development. Hekou town is a very famous cultural town in Jiangxi province. The research on the public cultural service system of Hekou town can provide valuable practical experience of public cultural service system for the small towns, and attract more attention to the construction of public cultural service system.The academic study of public cultural service system are mostly concentrating in big cities of the richer eastern areas, such as Shenzhen, Jiaxing, Shanghai and so on, or focusing on the larger regions,such as Anhui Province, even the whole country, or focus on the rural public cultural service system. Generally speaking, research on the small town in central areas is still a blank. In addition, with the development of social economy, demand for public culture services and products are growth rapidly, but the public cultural service can’t fit the needs of the residents. Therefore, policy recommendations are put forward by this paper has the important significance for the design and reform of public cultural services.
