Research On The Urban Gommnunity Party Construction From The Perspective Of Managing Modernization

With the rapid progress of China’s urbanization, urban management, especially grassroots management becomes increasingly important. In reality, however, due to the spill-over effect of planned economy, a considerable number of cities are still applying traditional, simple and controlling urban grass-roots management mode, which is obviously incompatible with the more and more complicated reality of urban reform, development and stability. Under the background of advancing the modernization of national administration, it has become a major issue urgently needing to be addressed in current urban grass-root party construction that how urban community party organizations get involved in urban grassroots administrating system and play a pivotal leading role effectively in building civilized and harmonious community,By reviewing the development of China’s urban grassroots managing systems, the following article analyzes the changing rules of the function of community party organizations in different period. Based on the progressing trend from "ruling" to "administrating" of urban grassroots, the article argues that community party organizations should play a central leading role in serving and uniting people, optimizing management and preserve stability. Meanwhile, with regard to the new tasks and requirements by national administrating system and its modernization, the article analyzes extensively the deficiencies of community party construction in subjective recognition, legitimating, active functioning, institutionalizing and working means.Based on the case of Jinjiang District of Chengdu, which is featured by "interactive working units and party members, integrated services, programs and resources, network set by party organizations, which has regular effectiveness, three-dimensional platform, popular innovation and various backups", the article studies the practice and progress of urban party construction in a concrete part of city and analyzes its problems.
