A Research On University Communist Youth League Organizing And Participating In Public Services

The Seventeenth Communist Party Congress pointed out:"We support unions, the Communist Youth League, women’s federations and other civil organizations to carry out work in accordance with the law and their respective charters, to participate in social management and public services, and to safeguard the legitimate rights and interests of the public". The Eighteenth Communist Party Congress also proposed:"The social service management functions of community organizations should be improved on continuous basis. Party committees and governments should endow more resources and provide better conditions to community organizations, so that they gain ability to improve their services for the people." Moreover, the Eighteen Third Plenary Session also proposed:"Community organizations should be inspired. Those issues which are suitable to be solved by community organizations through public services, should be borne by community organizations. Volunteer service organizations are to be supported and developed." How the Communist Youth League should grasp the currently favorable opportunity and actively get involved in social management and public services, and develop scientifically, has vital political significance to stimulate creativity, to maintain social harmony and stability, and to close relationships between the Party and the public of youth.As an important part of the Communist Youth League, the university Communist Youth League possesses the advantages of having an integrative organization, high quality cadres, large number of members, and solid work foundation. At each critical point of history, the university becomes a very important and sensitive area. University Youth League organizations involved in public service, can give full play to the Communist Youth League in youth appeal and cohesion. Using the changing and developing interest of the youth groups as a guidance, University Communist Youth League organizations should expand and efficiently make use of social resources to service the youth, and make up for the shortage of government’s public products and public services, so that new development of the Communist Youth League is achieved.This case study is carried out on Communist Youth League organizations from universities in Chengdu Wenjiang District. It studies the feasibility of university Communist Youth League participating in public services in both theoretical and practical manners, and explores its mechanism of involvement, way of practice, and effective carrier. Furthermore, this study identifies the focus of participation of university Communist Youth League in public services, so that it can provide important inspiration for the work and public management practices of the Communist Youth League.
