Administrative discretion,as the core areas of executive power,there is necessity and legitimacy of its existence,but there is risk of abuse.Administrative discretion is closely associated with us,we are eager to know how to deal with the administrative discretion. The administrative discretion and legal control are the basic rule of administrative law issues.Strengthen the control of free administrative adjudgement right is an important task of administrative law.In this paper,I take Suining for instance to explore a universal method,which can control the administrative discretion by law.The Power of administrative discretion is not only a complicated theoretical problem,but also a practical one,which is badly in need of solution in the course of administrative law.In view of the reasons above,1believe,the discussion about the power of administrative discretion in academic circles has just begun,and the burden is heavy and the road is long. So I choose this proposition,the aim is to devote what1can to the research of the power of administrative discretion.
