Situation, Issues And Countermeasures Of Patent Output Of Universities In China

Abstract:In China, colleges and universities are important bases for training high-level innovative talents. They are Chinese basic researches and high technology fields. Patent output,as an important performance of university science and technology innovation, reflect whether the ability and performance of university science and technology innovation is good or not. Nowadays, quantity of universities output is very large, as a whole is on the rise. Patent output quantity of different university have roughly the same change trend, all kinds of colleges and universities give priority to with invention patent output, shows a solid scientific research strength of colleges and universities in China. But colleges patent conversion rate is low on the whole, patent output quality is not good. There are several main problems of patent output of colleges and universities:Colleges and universities patent ownership system is not perfect, it has neglected the intelligence investment of the inventor in the process of invention and innovation; Patent output evaluation mechanism of colleges and universities is not scientific.Scientific research evaluation index is single, usually only patent application and grant, laid too much emphasis on short-term effects, overlooked the long-term scientific research; Colleges and universities patent output incentive mechanism is not reasonable; Applications for patent of colleges and universities disconnected with scientific research and development. In order to improve the system of patent management of colleges and universities, and improve the quality of colleges and universities patent output, universities should establish a mechanism of sharing service invention, college teachers and students of the patent right sharing mechanism; Universities should establish long-term evaluation mechanism, the evaluation index of patent applications is given priority to, but to gradually, to emphasis on innovation and intellectual property; Universities should put patent and undertake projects, published papers and application of science and technology reward equal position, perfect the incentive mechanism in colleges and universities patent output; Universities should include intellectual property management in the whole process of scientific research and development, and connect patent application with scientific research and development.
