Possess of the numbers and qualities of patent and the capability to use patent system are good indicators in evaluating a country's or a region's marketing competitive power and integrated strength. Which are also important basics of promoting a country's marketing competitive power and integrated strength. There are many cases about international entanglements of patent for which make China pay out much cost. At the present time, many studies on the patent output of China are mainly limited in the number of patent. Therefore, it is significance to analyze the domestic output of patent from full dimensions. The main innovations in this paper are lied in: First,this paper put forward an opinion that to analyze patent output from number, process,cost and quality. If we want to increase patent output of China, we should understand its process of creating patent. But it will get more kicks than halfpence when we only seek to increase the number. Perhaps we make it with much more cost and inducing the quality. Second,I build up a dynamic model of creating patent of China and quantitatively analyze the dynamic process. It is proved by past studies that patent creating is related to the input of R&D and knowledge stock. In these studies knowledge stock is always estimated with R&D expenditure. But technology imports impacts knowledge stock greatly in China,it is reasonable to estimate knowledge stock of China with the patent in China. It shows that R&D investment and R&D personnel created patent applications with 0.3-0.5 years'and 0.9~1 year's time lags relatively, directly and through accumulated knowledge stock.
