Research On Information Management Problems And Countermeasures In Public Policy Formulation

With the development of social economy, a remarkable feature of this era isinformation globalization. Due to the nature of public policy is to solve socialcontradictions and allocate public resources scientifically and reasonably, its targetobjects and their appeals of very diverse and complicated, therefore, completeinformation must be got before making public policy. In order to help makingscientific and reasonable public policy, the relative department should screen, analyzeand utilize the collected information according to the public policy goals and needs,screening, analyzing and utilizing the collected information. Information is veryimportant, especially for public policy formulation. Information has the foundationaland decisional status during the process of making public policy. We have to invest ininformation according to economic principles to make the public policy effective.From the point of view of information theory, the transmission, integration andutilizing of information is also the information management process of the publicpolicy formulation. Any public policy includes information collection, transmission,storage, integration, feedback, etc. several programs. Comprehensive, authentic,timely and effective public policy information is a necessary condition to develophigh quality of public policy. However, at present, there are a series of problems in theprocess of our country’s public policy formulation, and information problems aretypically notable, the information management of public policy put forward enormouschallenges. Obviously, in the process of making public policy, perfect informationmanagement system must be built, and to carry on the information managementscientifically and effectively. Information management of public policy is to haverules to follow; we must grasp the activity rule of information management during theconstruction of discipline of public policy and the public policy formulation. Weshould improve the existing information management system according to publicpolicy problems existed in the process of information management combined with theactivity rule of information.This article embarks from the contemporary informatization social background,combined with China’s current information management problems that exist in thepublic policy formulation, the public policy information collection, transmission,integrated utilization, feedback and each link of the work content and the relatedconcept has carried on the analysis, analyzing and studying on each link in the actualoperation process, and the ideas, principles, procedures, methods, requirements, etc itshould follow. Then, it explains the general theory and its important function of information management in public policy formation, and discusses the relationship ofthe two analytic; finally, according to different problems in each link of informationmanagement in public policy formulation, after selecting research methods andconsulting a large number of relevant literatures, the author puts forward thecorresponding countermeasures.
