Participants Interaction In Public Policy Formulation And Resolve Difficulties

Public policy making is expanded around the central task of policy formation, it isthe process from the determination of policy issues to the preparation、the choice andthe legalization of the program. The essence is the process that the decision-makingbody makes an act of selection on the matters involving public interest. Therefore,public policy making should reflect the public nature of its own. The public powerwhich public policy relying on is derived from the public will, then, the formulation ofpublic policy is only to take the task of maintaining public interest, eliminating socialinjustice, so that, it has legitimacy. In the meantime, the essence of policy-makingprocess is an authoritative allocation process of social values; it is related to the publicinterest directly, so that the formulation of public policy leads to the broad participationof citizens or other relevant interest entities inevitably, and forms the participation ofmultiple subjects during the making process. Each participation body under thepolicy-making collusion forms the linkage relationship basing on the interestdelay—participator interaction in the policy-making. Thus, the important issues ofpolicy theory research and practice is how to realize the benign interaction andinteraction process of the participators, to realize the value and meaning of “participate”and the policy its own really. The project analyzes the interaction difficulties and itscauses from the theory and reality by describing the interaction process of participatorsduring the policy-making, and proposes the corresponding solution and measures.The article is divided into five parts:The first chapter is the introduction, analyzes the theory and reality meaning of theproject research, and describes the relevant research at home and abroad.The second chapter determines the concept referred by the project in theory,describes the interaction process of participators during the policy-making, whichsupplies the basis for analyzing the difficulties and its causes of participatorsinteraction.The third chapter focuses on analyzing the difficulties and its causes ofparticipators interaction of policy-making. The interaction difficulties include: the non-continuous of the participators which is involved in action, the interaction offset ofthe non-corresponding, the interaction paradox in the interest structure of participators,the imbalance of the strength in the interaction participators, the disorder accumulationof the interaction system and so on.The fourth chapter proposes the corresponding solution measure on the basis ofanalyzing the difficulties and its causes of participators interaction of the policy-makingwhich is the emphasis of the article.The fifth chapter is the conclusion.
