As China’s political system, economic system reform, the development momentum of the foundation is good, social welfare becomes gradually mature, on the basis of this the private foundations has been rapid development.This paper focuses on the study of government regulation of private foundations, Currently we use the current situation of our country’s private foundations of government regulation and problems as the starting point, Based on the perspective of Voluntary failure and Governance theory, discuss the process of non-public offering foundations of government regulation, By clarifying the relationship between the various elements of the government regulation, to investigate the interaction between the subject and the object behavior in the process. From the perspective of public responsibility of the private foundations of government regulation, construct the multi-agency relations between government, private foundations, social donors, and appear the lack of regulatory rules, supervision system, supervision, restriction of high cost supervision idea lag and other issues.Based on successful practice of American private foundations of government regulation, to explore the choice of the path of China’s private foundations of government regulation is the point of this thesis. This paper analysis based on the domestic and foreign cases, put forward some treatment strategies such as updated government regulatory philosophy, to redefine the role of government, to perfect the laws and regulations and policy construction, set up independent regulatory agencies, improve the mechanism for public participation and perfect evaluation system and so on, to consummate the government supervision function, to achieve the ultimate goal of public philanthropy.
