Study On Health Administrative Penalty In Some District In2012

[Objective] Some situations on health administrative penalty in the district in2012have been understood to provide some references for establishing key emphasis in work of public health supervision. The file was given a mark to analyze primary problems on the process of health administrative penalty and to put forward the corresponding recommendations. Some factors that influence the quality of health administrative penalty file have been analyzed.[Methods] The files in the bureau at the municipal-level were taken by systematic sampling, while the files in three bureaus, at the provincial, district and county-level respectively, were taken by general survey. Self-made questionnaire about demographic information was used to investigate principal contractors of health administrative penalty cases. Self-made questionnaire about some information on cases of health administrative penalty was used to collect related information." The chart of evaluating the quality of health administrative penalty file" and "the specific evaluative methods "based on "the Index system for evaluating the quality of health administrative penalty file " formulated by sanitary bureau in Xuhui district in Shanghai were used to evaluate files. The statistical software SPSS17.0and Excel were used to analyze datum.[Results]1. Among145principal contractors of health administrative penalty cases,103(71.03%) male,42(28.97%) female. The mean of their age is40.03±8.09.2. Among145files on health administrative penalty,44(30.3%) cases break the food hygiene laws and regulations,83(57.2%) cases offend against the medical laws,15(10.3%) cases are illegal in public places,1(0.7%) case violates the drinking water laws and regulations, and2(1.4%) cases are illegal in other industries.There are30kinds of main points of a case, among which practice medicine without medical license,27(18.62%) cases, is the most common one. Fine,145(100%) cases, is the primary type of punishment. Punishments of145cases are all performed willingly. There is none to apply for administrative reconsideration or administrative lawsuit among145cases3. Total scores of145cases ranges from68.92to98.85, median score is90.85, mean score90.17±4.42, score index90.17%. Among28third class indicators, the score of A22, B11, B12, B22, C11, C12and C22are all high, score indexes of them are all100%. The scores of A11、A32and D31are inferior, score indexes of them are all under60%. The score index of D32,17%, is the lowest4. Through single factor analysis, it is found that the quality of health administrative penalty files conducted by principal contractors who are males, over the age of46, conducted in the health law enforcement agency at the county-level, with penalty amount between4001and10000and with part performance are likely to be higher. The results of multiple linear regression analysis method indicate that the quality of health administrative penalty cases mainly conducted by males is higher, so do they conducted by principal contractors over the age of46.[Conclusions]1. Practice medicine without medical license,27(18.62%) cases, is the most common main points of a case.2. The mean of total score of health administrative penalty file is90.17±4.42, the total score index of it is90.17%, the quality of health administrative penalty file is preferably.3. Among28third class indicators, the score of A22,B11, B12, B22, C11, C12and C22are all high, score index of them are all100%. The score index of D32,17%, is the lowest.4. Gender and Age of principal contractors are factors that influence the quality of health administrative penalty file.
