Taking individual utility as the primary consideration, is it possible for thevalue of community. To answer this question is also to point out a theory about acountry under the rule of law. Both of them can be attributed to deal with conflictbetween personal interests and common goods. On the one hand, Baurmannreinterpreted the logical structure of the country under the rule of law after heexplained the concept of the norm in a social realism standpoint. On the other hand,Basing on the framework of economics, baurmann modified the economic man andcreated the economic man with behavioral tendency which not only meets theirpersonal pursuit of subjective utility, but also has the ability to accept the rules.Under this particular model,the virtue become univeral in all kinds of social relationsespecially in cooperative enterprises. At the same time, it meets needs of the marketfor virtue.Specifically, Baurmann solved the problem with interpersonal norm and fairnorm which enter into force. Interpersonal norms deal with the relationship betweenindividuals, and fair norms deal with the relationship between the individual and thecollective. Both of them in force means that the norms have been accepted universally.the conditions which make the both norms in force should be found in the socialrelations. In the community, interpersonal norms and fair norms is easily proved to beeffective, but in society, because of the anonymous and the incomplete information,it can not simply be proved. In cooperative enterprises,it can be extended from theinside to the outside, and with the unlimited influences,it can prove the existence ofthe possibility of the market for virtue. Considering that the individual and collectivemay violate the the norms, we not only need the market for virtue,but also need theenforcement mechanisms. And because of this,it will not be a social order. So, If wewant the market for virtue to be a reality, a country under the rule of law isnecessary.
