In the community, interpersonal norms and fair norms is easily proved to beeffective, but in society, because of the anonymous and the incomplete information,it can not simply be proved. In cooperative enterprises,it can be extended from theinside to the outside, and with the unlimited influences,it can prove the existence ofthe possibility of the market for virtue. Considering that the individual and collectivemay violate the the norms, we not only need the market for virtue,but also need theenforcement mechanisms. And because of this,it will not be a social order. So, If wewant the market for virtue to be a reality, a country under the rule of law isnecessary.
