On The Strategy Of Running The Country To Combine "Rule By Law" With "Rule Of Virtue

According to the guiding principles and social management patterns, national administration is of two forms: rule by law and rule of virtue. Investigating the legal responsibility is both a sanction againstcriminals and a punishment for law-breakers and also a legal mechanism to safeguard social morals. But for those with immoral behaviors, rewards and punishment mechanisms and political affairs responsibility and foundation for just cause should be established.
