The Research Of The Deviation Of Customs Policy Execution

Just like other administrative departments, when Customs fulfill theirduties as the executive organ of public policy, deficiency and deviation exist.The phenomenon reduces the impartiality and authority of Customs legaladministration in different degrees which will impose negative effects on thecorrect execution of national duty policy and trade control measures, as wellas public policy. From the angle of “administration balance theory”, this essayhas chosen the most common problem during Customs policyexecution---disunity of commodity classification, which means samecommodity with different classification, as the topic to discuss and analyze thetheoretical basis of Customs entry and exit management, the present situationof the unity of Customs policy execution and the performance of its deviation.On the basis of that, the author also puts forward the coping method to correct the deviation of Customs policy execution. The author intents to putadministrative departments and enterprises at the equal status, clarify therelationship between them and elaborate the problems and challenges causedby the deviation of Customs policy execution during Customs entry and exitmanagement, combining the present situation of Customs entry and exitmanagement, the implementation of policy and the performance ofimpartiality and authority during the execution and so on. The author thinksthat the high-efficient and successful policy execution requires qualifiedpolicy executor, essential policy execution resources, correct policy executiontechnology, reasonable policy execution mechanism and appropriate policyexecution environment. Moreover, the author also presents the correspondingmanagement strategy on rectifying and strengthening Customs policyexecution.
