In recent years, China’s economic construction has achieved unprecedented achievement,become the world’s second largest economy; but with the economic development, our ecologicalenvironment appeared a huge crisis, among water pollution is most serious. According to statistics,more than half of China’s top ten river basin has suffered serious pollution, affect the survival ofhundreds millions of people in the basin directly and the mass events caused by water pollutionoutbreaks repeatedly, which has become the major issues of common concern to the state andsociety.Compared with the no cross-border water pollution, the common characteristic of thetransboundary water pollution accidents are wide scope of influence, polluted heavily, affected bythe social severely, governance complexity. These characteristics of transboundary water pollutionto the management of our government have brought serious challenges. This article aim at theproblem of transboundary water pollution governance in our country and on the basis of researchachievements of the successful experience of transboundary water pollution governance at homeand abroad, take cross-border river basin in China as the research object, research ontransboundary water pollution governance mode from the perspective of government management.The main research content of this article is divided into several parts:Part One: Explanation of related concepts of transboundary water pollution governance modeand basic principle of concrete application.Part Two: Collect data of water pollution in China in recent years and summarizes the majorriver basin water pollution event, analyze the present situation of transboundary water pollution inour country, puts forward the importance of government governance. And according to thesituation of water pollution in our country, summarized the main characteristics of thetransboundary water pollution in our country, including cross-border, sociability,complexity andnon-smoothly. Part Three: Reference the successful experience and research results of transboundary waterpollution governance at home and abroad, combining with the status of transboundary waterpollution in our country, put forward six basic assumptions,including the regional governmentrational, man qualification pollution of river basin, administrative jurisdictions with independentdecision-making effect indirectly, not cumulative emissions, can manipulate,pollutants ofenvironmental damage is more expensive than to cut costs and so on, construct of transboundarywater pollution description model and transboundary water pollution governance model in ourcountry from the macroscopic.Part Four: Through analysis of the status quo of the administrative division, we gain thepresent transboundary water pollution governance mode(fragmentation governance mode);combined with the water pollution description model analyze fragmentation governance model todeal with the problem of cross-border river basin water pollution in our country, including lack ofconsciousness of the cooperation governance, the department in charge of setting is notreasonable, the governance body is lack or loss, lack of incentive and constraint mechanism, lackof interest coordination mechanism.Part Five: In order to break the current governance model limitations, we must seek forrevolution in management of cross-border, put forward the cooperation governance model oftransboundary water pollution timely. The paper summarizes some suggestions of buildingcooperation coordination management model,including perfect the laws and regulations,implementation the subject status of the river basin administrative agencies, improve incentivemechanism of the river basin management, building information feedback mechanism, improvethe mechanism of supervision and restraint and improve the mechanism of interest coordination.Part Six: By analyzing the case of the huaihe river basin, try to find the plight and way outof the governance in huaihe river basin. |
