“Taihu beauty, Taihu beauty, beauty in Taihu water”, these were so intoxicatinglyrics. But now, when Taihu is mentioned,“the deterioration of water quality”,“theevents of blue-green algae” which reflect the water pollution will immediatelyemerge in people’s minds. In fact, government, non-governmental organizations andcitizens should all play important roles in order to solve the water pollution in theTaihu River Basin. But there are many problems in the citizens such as lack ofenvironmental awareness and environmental values distorted. And these problemsmake the environmental governance capacity of the citizens dispersed.Non-governmental organizations which have a high degree of trust and inter-regionalcoordination are in pursuit of the goal of the development of social welfare. They canexactly represent the citizens to cooperate with government. Therefore, the coreissue of this article is to study the cooperation between the twosubjects—government and non-governmental organizations. After the analysis ofrelationship status, cooperative contents and the effect of cooperation in thecooperation of government and non-governmental organizations, we find that thegovernance model between government and non-governmental organizations is“strong government, weak non-government”. The cooperative form is single and thenon-governmental organizations are difficult to play a governance role. Thecooperation effect is not obvious. The pollution in the Taihu River Basin is notreduced and have a growing trend on the contrary.To this end, we try to obtain the experience from the five Great Lakes and theHuangpu River valley which are similar to the Taihu River Basin. The results show thatgovernment should take the initiative to put down the figure in the regional waterpollution control. Besides, government should also change the traditional “almighty”model of governance and play the role of “peer in the elderly” in the treatment ofwater pollution. At the same time, government should vigorously support thedevelopment of non-governmental organizations and the non-governmentalorganizations themselves should also strengthen self construction and promote the establishment of the mechanism of water environment with government.According to the external experience, we try to jump out of the traditional“strong government, weak non-government” governance model and analyzegovernment and non-governmental organizations cooperative mechanism from theperspective of network governance. We find that the reason why the cooperationeffect is inefficient lies in the cooperative structure and operation on both sides. Themain problems in the cooperative structure are the unequal position, the vague goaland content between government and non-governmental organizations. And themain problems in the operation on both sides are the lack of communicationchannels and security measures between their cooperation. In order to change thecurrent difficulties in the cooperation between government and non-governmentalorganizations, we restructure the cooperative structure and operation betweengovernment and non-governmental organizations from the perspective of networkgovernance. Of course, all our efforts are done while the current networkgovernance is ripe. The network structure reconstruction is to cultivate trust, goaland content between government and non-governmental organizations. Besides, wetry to reposition the cooperative relationships and make the cooperation typediverse. The network operation reconstruction is to improve the network securitymechanism and establish a coordination platform between government andnon-governmental organizations.
