Research On Local Government Cooperation In Transboundary Water Pollution Governance

With the development of social economy,the improvement of people's living standards,public demand for the green ecological resources has become more and more urgent,as of water resources and the people life safety is closely related to social and economic sustainable development of ecological resources,its governance has received the widespread attention from all walks of life.Intensively in recent years,the government introduced the construction of ecological civilization of top-level design and strategic deployment,but has not made significant treatment effect.The liquidity characteristics of water pollution and "rigid" the complexity of the administrative division of caused water pollution governance,transboundary water pollution governance has become a problem the government have to face.Based on the method of literature research,case analysis and field investigation,select the hongze lake,China's fourth largest freshwater lake as the research object,combing the hongze lake of transboundary water pollution governance of local government cooperation process,and through the two typical action in the process of hongze lake management cooperation case description,analysis,found the hongze lake in the process of water pollution governance,cooperation between local governments still has many problems.Through summary of transboundary water pollution governance of local government cooperation in hongze lake difficult reason mainly includes:the fiscal and taxation system is not sound,administrative area of "rigidity" cutting,pressure type of officials under the system of promotion.Based on the problems and the analysis of the reasons,from the concept,system construction and collaboration mechanism three aspects,puts forward the relatively feasible in hongze lake of transboundary water pollution governance dilemma of countermeasures and Suggestions.
