A Study On The Structural Reform Of Tianjin Trade Associations In New Situation

Structural reform of trade associations is a hot issue in current society. Wordssuch as decoupling, more than one association in an industry has touched the nerve ofthe society.Trade association is an epitome of the development of the society and economyand a significant economic product in mature market economic system. Vividllyspeaking,it is a bridge or a bond between government, enterprises, and themarket.Consequently, it is of great importance to establish and maintain the order ofthe market and industry.At the beginning of2013,“the scheme of the institutionalreform and function transformation of the State Council” has worked out a timetablefor the reform. It puts forward to complete the decoupling of industry association andthe administrative organizations, as well as exploring the “more than one associationin an industry” mode. After basically completing the decoupling from administrativeorganizations in2015, the form of problems of sources of funding, the officeexpenses, fee collection and full-time staff income will be more serious. This isanother grave test after the reform in2007.With the practical work experience, this dissertation adopts the approach ofcombining documentary method, comparative method, and the empirical method tointroduce the operating mode, management experience and the route of reform in thedeveloped countries on the basis of studies on the basic theory of industry association.It lays the foundation of the study on the reform and development of the industryassociation in Tianjin. Next, it analyses the problems of Shanghai’s associations’staffs, funds, expenditures and full-time staff incomes, by learning the experience ofthe advanced association and summarizing the existing problems, such as the laggardmanagement system, the deficient industry standard and the imperfect rules andregulations, based on the investigation and the data collection.This dissertation takes Tianjin trade association as the representative in the end.It draws lessons from the successful transformations of the advanced associations,fully integrates into the environment of changes, digs their own advantages, and steps out a new way of their own in the new situation of national institution reform. This isthe key to this study, which is also the purpose and significance of it.
