Research On The Reform Of EU Postal Regulation

Postal service provides the continuous and universal public communication services for thewhole society. For promoting the development of China postal industry, China postal sector hasgone through the reform of the separation of postal sector and telecommunication sector, theseparation of government administration and business operation for the postal sector, and thepostal sector internal restructuring, but the reform receives an unfavorable effect. In2009, thenew released Postal law adopts an evasive attitude on the main issues of the reserved postalservice, the universal postal service fund. This makes some obstacles on the postal reformproceeding. So for the completeness of the postal reform and the postal development, theauthority need to amend the Postal Law to gradually narrow the reserved postal service, broadenthe postal market entry, lessen the universal postal service price regulation, and complete theuniversal service compensation mechanisms.This paper firstly reviews the background of the European postal reform. in the last century,the European postal sector opened the internal postal market and introduced the postalcompetition mechanism to improve the European postal enterprises from the low productivityand serious loss to the progress of the postal development. Secondly, this article, which takes theEuropean postal directive and its revision as the research objects, emphasizes on the introductionof the European postal market entry and the European universal postal service. From theexperience of the European postal reform, this article offers the suggestions for the improvementof the China postal reform, that China Postal sector should take a reform on the postal marketaccess system and the postal market entry mode, minimize the reserved postal service. Inaddition, the authority should strengthen the protection of the universal postal service, lessen theuniversal postal service price regulation, and complete the universal service compensationmechanisms.
