Hydropower resource is an important and irreplaceable part of powerresources in China. Reservoir resettlement has become a main restraining factorin the construction of water conservancy and hydropower projects. Since itsappearance in the1980s, the long-term compensation mechanism has graduallybecome a main supplementary mean to the traditional one-term cashcompensation and land-based resettlement. Because of its advantages ofapplicability, shorter relocating period and less land requirements, the long-termcompensation mechanism has caught the attention of both water projects ownersand local government, and thus has been accepted in more and more projects. Itis significant both in theory and practice to analyze factors influencing reservoirresettlement and study the long-term compensation mechanism.Based on the theories of system engineering and multi-objectiveprogramming, this thesis analyzes the multiple goals in the resettlement plan,and proposes a multiple programming model for the assessment of resettlementplans. The analytic hierarchy process (AHP) is used for the assessment. Thenthe model is applied to the resettlement practice of Shuanghekou power stationin Guizhou to verify the assessment results. Finally, conclusions andsuggestions are put forward to improve the long-term compensation mechanism.Main research content and results of this study include:(1) Multiple goals in the decision making of resettlement plan selection isanalyzed, and a decision making model for resettlement planning is proposed.(2) AHP is used in the assessment of different resettlement plans, andresults indicate that both the land-based resettlement and long-termcompensation are superior to one-term cash compensation, and the finalselection depends on the economic benefits of the project. (3) The above model is applied to the resettlement practice of Shuanghekoupower station in Guizhou, and results indicate that the model and calculationmethod are reliable.(4) Based on the analysis of the multiple programming model for theresettlement plan and key indexes, applicable conditions and suggestions forimproving the long-term compensation mechanism are proposed.
