Study On The Resettlement Of Land Requisition And Resettlement In Reservoir Construction

In the construction of the reservoir,the effect of land requisition and resettlement is not only related to the construction of reservoir,but also the interests of the majority of immigrants,it is more related to economic development,social harmony and stability.Yili River Valley,the construction of its sea water migration resettlement work began in 2003,the end of 2004 migration has been basically completed,the basic completion of the relocation work.The migrant resettlement by centralized resettlement,relocation and Resettlement Arrangement County resettlement "combination of the library weeks,and the immigrants were mainly resettled in Tks county,Qapqal county and Gongliu county.However,the production and living of the immigrants in the late period of resettlement have undergone tremendous changes,which are difficult to adapt to the new environment,the production capacity is not enough,the livelihood is difficult to maintain.Additional government support policies are not in place,will lead to a lot of substantive disputes and contradictions.Based on this,this paper takes the land acquisition resettlement of Yili River Valley as its research object Started from the immigrants' practical situation,Taking 2003 as the boundary,the data collected from two different points of time(2002)and after the relocation of migrants were collected(2014),To compare and analyze the situation before and after the relocation,this thesis conducted comprehensive evaluation on the immigrants' living standard before removal and 3 immigration destination areas' immigrant resettlement effect after the removal.In this paper,based on the analysis of the relevant literature,the paper uses the comprehensive evaluation method which is more comprehensive,which is multi objective and multi level fuzzy comprehensive evaluation method.Firstly,established evaluation index system from 5 aspects of economy growth,living standard,production capacity,infrastructure and social insurance;then,conformed each index's weight with AHP(analytic hierarchy process)and expert scoring method,and at the same time established semi-trapezoid membership function and single factor evaluation matrix;lastly,conducted comprehensive evaluation on the immigrants' living standard before removal and 3 immigration destination areas' immigrant resettlement efect after the removal through multi-objective and multi-level fuzzy comprehensive evaluation method.The target was to use fuzzy comprehensive evaluation model to evaluate the 3 areas' immigrants resettlement effect difference,and the key point was to analyze the reasons resulted in the existing difference and conclude the experience,which could provide scientific basis and reference for following resettlement work.Research results show that:The calculation results showed that before the removal the value is 0.3675,after the removal the value of resettlement areas of Tks county,Qapqal county and Gongliu county is 0.5768?0.4801?0.3965 respectively,which is greater than that before the removal.In summary,the 3 counties,immigrants living standard has been improved compared to before the removal,and Tks county's resettlement effect is the best,Qapqal county's is the second,and Gongliu county's is the last.In view of this,the author analyzes the reasons for the difference of the effect of three counties from four aspects:the different placement mode,the different location advantage,the influence of the support mode and the difference of the quality of the cultivated land.And the analysis of land acquisition and resettlement in the resettlement process problems,put forward to meet the requirements of regional practical solutions to improve the migration level of economic development,improve the quality of life,to promote the harmonious development of social economy in the resettl ement area.
