Big Department System is a kind of administration management mode to solvesome management problems like the organization overlapping, function crossing, theparting of power and responsibility, which was first explored and carried out by somecountries whose economy market was more developed and whose legal constructionwas more mature. The first country to carry out the big department system is Britain,later the USA, France, Japan, Canada and some other countries reformed the systemcontinuously and the effect is remarkable. The Big Department System in China firstappeared in some places, for example,“a team with many names, a civil servant withmany professions” in Suizhou City,“Big Agriculture”,“Big Water Supply” and “BigTraffic” in Chengdu City. These were developed earlier than the Central Government.It is in March11,2008, after the first session of the Eleventh National People’sCongress adopted the State Council Scheme that the Big Department System was firstlaunched from the Central level.Although the operation of the Big Department System is very mature in somewestern developed countries, they met with a lot of difficulties at the very beginning,and there is no exception for the reform of the Big Department System in our country.In the specific implementation process all kinds of difficulties arose, such as theprevention of the benefits of every department, how to conduct effective supervision,how to arrange billabong personnel better, how to coordinate the departments, how topromote the related reform measures, how to strengthen the legal system constructionand so on. All these are the problems that have to be faced and solved in the BigDepartment System Reform. The proper solution to these problems will protect thesmooth operation of the Big Department System Reform in our country, thus reallytransform the government functions and serve the people better. The core content of this essay is a systematic analysis to the problems we havefaced in the Big Department System Reform of the basic-level people’s procuratoratein our country’s procuratorate organ.
