The Performance Evaluation System currently has been widely utilized in the public sector to evaluate their work performance, service capacity and social effects. The People’s Procuratorates are national legal supervision institutions with rights to perform the prosecutorial power, and therefore scientific quantitative performance evaluation system is the basic and important means to ensure the fulfillment of the procuratorate institutions’duties and responsibilities in accordance with Law. In that case, performance evaluation has been an important work in all levels of procuratorate institutions from the Supreme People’s Procuratorate down to the District-level People’s Procuratorate.District-level People’s Procuratorates are the largest part in numbers in procuratorial system with most Prosecutors and police officers, and deal with the ordinary cases for the general public. Therefore, the performance evaluation for the District-level People’s Procuratorates in the procuratorial system features large proportion, wide coverage and large number of staff involved, with important significance and position, and thus the research on it could be typical and universal in manner. This thesis intends to have research on the People’s Procuratorate of F-District for its performance evaluation system. During the research, several problems have been found, including the unscientific arrangement of indicator system, convergence of evaluation indicators for different business sections, improper weighting coefficient, and distortion of the performance evaluation results with actual performance, low working efficiency for the evaluation and inadequate communication and feedback mechanism.This thesis thus intends to improve the improper arrangement for the performance evaluation system on the investigation of the current performance evaluation system. One set of performance evaluation indicator system of District-level People’s Procuratorates based on Key Performance Indicators (KPI) is introduced in the research in order to improve the evaluation efficiency more easily and successfully. With the application of AHP evaluation model and proper allocation of weighting coefficient, the Performance Evaluation Information System for F-District Procuratorate has been finally established with the design description of each module. This thesis then concludes the guiding significance of the research for the performance evaluation work in reality with expected work could be done in the future.
