Research On The Informal Power’s Operation Mechanism In The Village Governance

In the village governance,there is not only formal power,still is mixed with multipleinformal power.Compared with textual and bureaucratization of formal power,theoperation of informal power depends on the traditional local resources,and it follows“local norm”.In daily life,village cadres often brings human feelings and face intovillage governance.Just due to sharing of the local knowledge,informal power’s operationlogic is different from formal power,it highlights flexibility,strategic and complexity.Based on the reform of taxes and fees for dividing line,this paper tries to draw theoutline of change prospect of informal power’s operation in village governance throughevents analysis of “Do the work” in ping village.In addition, the paper attempts torevealing the present condition in village governance.This paper considers that village governance is mainly manifested on theagricultural tax levy and family planning before the reform of taxes and fees.The effectof these two work is done very well in ping village.At one hand,it depends on theinformal power’s operation,that is “Do the work”to villagers.At the other hand,these twoworks have legitimacy and are backed by national violence,so it is easy to do the work ofthe masses.The combination of two sides brings out “Do the work-state violence”mode,farmer’s bottom resistance is weak in front of the “national movement”.After the reform of taxes and fees,village cadres are out of the pressure of thetax,family planning work is no longer a problem because of the villagers’ fertility attitudechange.The paradox is village cadres are more and more hard to act. It is complexed todo villager’s work in land circulation,dispute mediation,petition and so on.Firstly,localresources which could be taken advantage of are more and more lack,the nature of therural society has changed.Secondly,village cadres are lack of regular and systematicmeans of governance.The combination of two sides brings out“Do the work-give benefits”mode.Village governance gradually presents the disorder.
