Research On The Phenomenon Of Village Governance By Village-tyrants From The Perspective Of Governance Theory

The harmonious development of the village can not be separated from the villagers to fully grasp the autonomy of the right.However,from the development process of the villagers' autonomy in our country,A few villages have been existing a phenomenon which the village-tyrants control the power of the village.They have been overbearing in the village,no one dares to control them in the village.On the one hand,village-tyrants have gained the govermance power of the village by using violence and property to interfere with village elections;On the other hand,the village-tyrants gain access to power and wealth by mastering the governance power of the village,in fact,they became the hegemonic of the village.The village-tyrants dominated the village had some negative effects:the vicious circle of "poison against each other",the decline of grassroots democracy,the deviation of village values,and the disorder of village regulations,and so on.The phenomenon of the village-tyrants governs village,is not only deviated the general goal of our government to build a new socialist countryside,so that the process of democracy and rule of law in the village was hindered,but also to reduce the trust of the villagers to the government gradually,the foundation of stable development of the country has been seriously eroded.Therefore,the lifting of village-tyrants on the village govermance is imperative.This article is based on "governance of etiquette,governance of ideal,governance of power" the theoretical background of the village governance to thinking and research."governance of etiquette" is based on the family community's governance with etiquette and customs,"governance of ideal" is based on social ideals,achieving social ideal as the goal of village governance.In the market economy under the impact of the tide,the"governance of etiquette" resources gradually reduced,"governance of ideal" mentioned the ideal society has also been relentlessly abandoned,the form of "governance of power",which is based on individual interests,has been developed in the form of power,specific performance for power,ability,violence.This paper takes the literature research method,the qualitative interview method and the participatory observation method as the main research method.selecting the X village in the northwest of China and the Y village in the southeastern Hubei province of China as the research object,collecting the large amount of the first-hand information and realizing the combination of the theory and the practice.This thesis is divided into four parts:the first part is the introduction.It mainly includes:statenent of problem,the theoretical and practical significance of the study,the literature review at home and abroad,core concepts and sample introduction,research content and method,research innovation and shortcomings.The second part:the present situation of village governance of village-tyrants.This article selecting the X village in the northwest of China and the Y village in the southeastern Hubei province of China as the research object,Introducing the process of village governance of village-tyrants,the use of the power of village governance mastered by village-tyrants in detail,and also have a conclusion,which the village-tyrants dominated the village had some negative effects--the vicious circle of "poison against each other",the decline of grassroots democracy,the deviation of village values,and the disorder of village regulations.The third part:a study on the reasons of village governance village-tyrants.With the reduction of resources of etiquette-governance in village,the decline of ideal-governance's tradition,the village formed a violence-governance's society,there have full of power,ability,violence.The fourth part:the path choice of the phenomenon which lifting the village governance by village-tyrants.The fundamental path to solve the village governance by village-tyrants is through the rule of law to replace violence and power.In order to achieve the above objectives,we should achieve four goals:the main body of governance should act according to law,improving the legal system,building some good customs of the village,cultivating civic morality.First of all,this thesis analyzes the phenomenon of village tyrants governs village from the perspective of public management,and puts forward the countermeasures,and realizes the innovation of the topic.Secondly,this thesis,combined with theoretical analysis and empirical analysis,deep into the two villages to collect first-hand information,more real reflection of the phenomenon of village tyrants governs village,to achieve the innovation of research methods.In the end,this thesis uses the form of rural governance proposed by Professor Xuyong to analyze the phenomenon of village tyrants governs village from the theoretical point of view,so that the integration of theory and reality can realize the innovation of theoretical tools.
