A Study On The Function And Countermeasure Of Constructing The West Coast Of Taiwan Straits Advanced Area In National Unification

Fujian has affinity with Taiwan, so it can play the unique role in constructingplatform of Cross-Straits exchange and cooperation. The country have always paygreat attention to Fujian’s special strategic position. The strategic idea constructingeconomic zone of the west coast of Taiwan straits was set forth in2004, and itobtained the Chinese government affirmation and support. Fujian tried to deepen theHaixi strategy’s connotation, and advance the Haixi construct comprehensively. TheFujian government made an important decision to construct “two advanced areas” in2007, which is the extension and promotion to the Haixi strategy, and it can clear thedevelopment direction of the Haixi constructing, also cause the development objectclearly and deeply——make the west coast of Taiwan straits to be the front platformto serve the reunification of the motherland, in the compendium of constructingeconomic zone of the west coast of Taiwan straits in Fujian. The advanced area ofdeveloping scientifically and the advanced area of Cross-Straits people’s exchangeand cooperation are complementary to each other, unified in practice of constructingthe west coast of Taiwan straits.The research follows the principle that theory link with practice, holds thescientific rigorous attitude, tries hard to combine the theoretical study and thehistorical study with the reality study closely. The research takes the Marxism theoryof the state as the rationale, and reviews the process of the “peaceful reunification,two systems in one country” policy’s formation and development in new time. Thereview of the process that country leaders try to solve the Taiwan question and realizecountry’s reunification, establishes background for Fujian to make contribution torealize country’s reunification. It analyzes the favorable factors to promote adevelopment of Cross-Straits relations in Fujian and the disadvantage factors whichrestricts the development of cross-strait relations in Taiwan, clarifies Fujian’s responsibility——which is the reason why constructing “two advanced areas” isproposed, and expounds the background, the connotation and the characteristic ofconstructing “two advanced areas”. The article discusses the status and function ofconstructing “two advanced areas” in national reunification, which is beneficial to thecountermeasure discussion. It cites Fujian who try to construct advanced area in thevocational education cooperation with Taiwan, and researches on the countermeasure.Vocational education cooperation between Fujian and Taiwan has made some progress,but there are some difficulties and insufficiencies. So system’s measures should betaken to improve the level of vocational education cooperation between Fujian andTaiwan. Finally, the article makes a summary.In brief, constructing “two advanced areas” is the practice exploration that theFujian government try to achieve complete reunification of China under the “Onecountry, two systems” policy’s guidance. Now Cross-Strait relations have tremendouspositive change, and status and function of constructing “two advanced areas” aregetting more and more prominent in national reunification. How to constructing “twoadvanced areas”, how to promote Fujian to be forthgoer in cooperation with Taiwan invocational education and be far ahead of other provinces and cities. Above questionsare of great significance for enhancing Cross-Straits cooperation and promotingnational reunification.
