Higher vocational education is an important component of higher education.In terms of the scale of running a school,higher vocational education in China is the most important in the world,but there is still a lot of room for promotion from the level of running a school.An important hand in improving the level of higher vocational education is to promote the cooperation of school and enterprise in higher vocational colleges.In China,from the central to the provincial level and other levels,we have issued some opinions about promoting the development planning and implementation of school enterprise cooperation in higher vocational education.The guidance,encouragement and support at the policy level is gradually improving,but the landing and transformation effect of the policy is not satisfactory.At present,there is a "hot" phenomenon in promoting the cooperation between colleges and enterprises.The key to the problem is that the policy support is not perfect enough to meet the actual needs of the parties involved in the school enterprise cooperation.This study based on the provincial local government functions from the perspective of the cooperation between Higher Vocational Colleges and enterprises running for the scope of the study,through the analysis and research of local government cooperation in Fujian Province Higher Vocational Colleges function;at the same time from the school enterprise cooperation in Germany Japan,Australia and other countries of the school of government functions;countermeasures and suggestions to optimize the school management function of the government school enterprise cooperation in higher vocational education.This study shows that the main problems of local governments in Higher Vocational Education and school enterprise cooperation include five aspects: lack of policy supporting system,low participation enthusiasm,inadequate coordination of supervision,imperfect incentive mechanism and insufficient information supply.From the perspective of government functions,strategies to optimize our school running level in higher vocational education should include five dimensions: improving organization structure,improving policy system,increasing capital investment,strengthening guidance and publicity,and strengthening supervision and evaluation.In conclusion,no matter what form of school enterprise cooperation is running,it can not be divorced from the nature of public interest in education,nor can it be viewed entirely in the market perspective.It is inseparable from the guidance and support of the government.The government is the manager,the coordinator,the supervisor and the promoter of the school enterprise cooperation in vocational education.Government departments should focus on the formulation and formulation of macro policies,laws and regulations,and guide the development direction of vocational education,school enterprise cooperation,and ensure the interests of all participants through policies and laws.More importantly,the local government is the specific organization and implementer of vocational education and school enterprise cooperation.This research on the Countermeasures of school enterprise cooperation can provide a reference for the local government to optimize the cooperation between higher vocational education and school enterprise cooperation.
