The Function Of OHCHR On The Mainstreaming Human Rights

Since the setting up of federal nations in1945, one of the all-time basic objective is to promoteand encourage the human-right respect to all, which is the principle of the United Nations Char-ter, stipulating to differ in no race, gender, language and religion. In1997, Annam, the SecretaryGeneral of the United Nations, required all the entities in the report of United Nations system In-novation: UN reforms to bring the human-right into the mainstream of the scheme. In the WorldSummit meeting of the leaders in2005, the Secretary General of UN, Annam, in his report named“Great Freedom: realize the common development, security and human-right”, reiterated the sig-nificance of human-right, as one of the three main objectives of UN, comparing to developmentand security. He presented the inseparable relationship of development, security and human-right,together with reminding of the key importance of protecting human-being on building a safer andmore prospect world. Human-right has an undoubtful central position in the wider task of UnitedNations.As the primary department of United Nations, authorized to promote and protect the human-rights of all, the Office of the United Nations High Commissioner for Human Rights (OHCHR)lead the work of human right for all the world. OHCHR assumes the task of mainstreaming thehuman rights in UN system, i.e. to bring the perspective of human right into all the schemes ofUN. Therefore, the three main pillars (peace and security, development and human-right) of UNsystem can be ensured to correlated and strengthened. As for the leading position of HumanRight Commissioner in the human right affairs and the important task of mainstreaming humanright in UN businesses, the function of the office is to ensure the integration of a way based onhuman right, treatment and rule of law UN system.
