Research On Social Governance At The Grassroots Level Under The Background Of Intelligent Community Construction

At present, China is under the historical background of informationsociety, with the accelerated pace of social transformation and graduallysinking of the government focus, the situation of community governanceis becoming increasingly complex and difficult, the demand for publicservices and products are becoming more and more personalized anddiversified. Intelligent community is a new concept put forward andbegan in such a background, as a new form of community, the purpose isto optimize the structure of grassroots community governance andprovide better social public goods and services.By means of literature analysis and selecting Jiangsu RoadSubdistrict of Shanghai Changning district as a case study, this paperanalyzed the differences between the intelligent community governance and traditional community management, demonstrated the existingtraditional community management mode cannot meet the needs of socialdevelopment under the new situation. Currently, intelligent communityconstruction response to the development needs of the pilot era, as anadvanced information community, intelligent community had a positiveimpact on grassroots community governance. On the one hand, itpromotes a multi-system coupling between the communities and achievesintegration and optimization of community resources as possible bymeans of building an effective integration of information resourcessharing platform and intelligent service platform. On the other hand, as asystem, intelligent community aimed at establishing governance structureof intelligent community. Intelligent community differs from traditionalgovernment-led single structure, but participating in public affairsthrough consultation interaction. However, because of intelligentcommunity construction as well as its governance model is still in theexploration period, experiments only making in a small number ofeconomic development cities. While intelligent community optimizedgovernance capacity and effectiveness, there are still many problems,including the lack of "top-level design"、ignorance of creating communitygovernance atmosphere、 the lack of diverse social participation、consultation and cooperation、evaluation system and so on.This paper applied network governance theory to intelligent community governance, according to Jiangsu Road Subdistrict’s actualintelligent community governance and experience in the United States,Japan, Singapore and other developed countries, proposed to establish"top-level design" for intelligent community construction; the use ofinternet of things, cloud computing and a series of new technicalinnovative applications to build intelligent community ecology movementplatform through active perception and network interconnection way;starting from the demand, establish standards of intelligent communityconstruction. Meanwhile, for the future development direction ofintelligent community governance, proposed the reconstructed intelligentcommunity grassroots social governance structures and grassrootscommunity. Intelligent community construction is conducive to build theinterdependent consultation and cooperation mode among government,community organizations and residents, from a government-centric modelof governance shift to community-centered governance structure. Inaddition, intelligent community connected up needs and interests of thevarious stakeholders had a fundamental significance for fosteringcommunity building and the reconstruction of community.
