Research On Difficulties And Countermeasures Of Community Governance From The Perspective Of Intelligent Community

Digitalization and informatization came to appear in the public's field of vision with the advancement of technologies such as computers,the Internet,and the Internet of Things in recent years,ICT(Information and Communication Technology)business become diversified,the intelligent community is born.In the 19 th report just held in 2018,General Secretary Xi emphasized that it is necessary to enhance the construction of the community governance system and let the focus of community governance move to the grassroots.Now the most important question is how to promote the deep integration of modern technology and community governance.Many urban communities begin to create Intelligent Community governance projects with the development of intelligent communities,such as remote video conferencing,health files,community monitoring,intelligent security and other projects are leading into the community.It shows a new situation of continuous development and advancement.Whether the government,the information provider or the residents of the community,they have gradually realized the convenience of the intelligent community,which is also a new challenge for the participants in the governance.However,there are still many problems in the development of Intelligent Community,such as the unclear governance targets,the lack of core value excavation in fragmentation governance,the lag of innovation,etc.The H community is located in the center of the urban area of Shanghai's J district.It is one of the communities in which the intelligent community is relatively advanced.It is also the community that the J district government has focused on promoting intelligent community construction in recent years.This paper combines the actual situation of Shanghai H community to study the difficulties of grassroots community governance from the perspective of intelligent communities.It has practical significance and hopes that its experience can be used for learning and better development in other communities.The community governance has changed from traditional to informational from the perspective of intelligent communities.At present,the “digital” and “internet” community governance methods are gradually being implemented,and has not yet been formed fully intelligence.There are still many problems to be solved in the process of continuous improvement from the tradition community governance to the AI(Artificial Intelligence)community governance.The literature review method,case analysis method,questionnaire survey method,expert interview method and other research methods are used in this paper,and the research is based on the collaborative governance theory and the new public service theory.The collaborative governance theory aims to solve the dilemma of non-coordination among various departments in actual governance,and it is consistent with the community governance in the perspective of intelligent communities.Collaborative governance theory emphasizes the diversity of governance entities,the coordination between governance departments,and the consistency of governance objectives.The new public service theory emphasizes the government's service function and is consistent with the current direction of community governance.On the premise of a large number of domestic and foreign related literatures,the author starts from the status quo of sorting and summarizing the H community,and expounds the changes and difficulties of the community governance brought by the construction of intelligent community.This paper also combined field surveys and field visits to clarify the objectives of community governance,existing problems and solutions.This paper proposes to innovate community governance under the Internet thinking,relying on big data and cloud computing.To study community governance from the perspective of public management,and to continuously establish co-construction cooperation between the government and various social institutions,enterprises and institutions,and residents through modern means,makes community governance rise to a new high level.
