To solve the medical status of the people "difficult and expensive", thegovernment health sector in the process of health care reform in recent yearscontinue to implement various new policies in order to achieve a higher levelhospitals to improve medical resources and lower hospital medical waste scarceresources purposes, slow to some extent and economic burden on patients. Asone of the policy focus on the implementation of the new health care reform,"two-way referral" policy is considered to alleviate the "difficult and expensive"effective means "two-way referral" policy on the rational allocation of medicalresources and the average has a key role in the beginning of theimplementation of this policy, the government health departments and medicalinstitutions have high hopes for its policy effects. However,"two-way referral"policy implementation so far, the starting point of the actual effects of policiesand policy already lopsided, even the opposite. Large hospital in a stable condition of the patients for various reasons, can not turn down, resulting in a"large hospitals increasingly large and small hospitals increasingly empty"situation, the two-way referral process practical difficulties make policybackfired, waste of medical resources or shortage phenomenon stillsignificantly present, due to the shortage of medical resources in a largehospital patient disputes caused by frequent cause more severe medical statusquo.What is the cause of "two-way referral" can not be expected to beimplemented smoothly, what a way to open a referral channels, so that peoplereally benefit from this article is the fundamental problem to be solved.Through the relevant medical institutions and personnel surveys, interviews tofind the root cause, the use of constructivist theory, between the governmentand the masses to explore how to balance the state debug, and accordinglyexplore promoting "two-way referral" policy toward the right track Activemode.
