The relations between the cadres and the masses are always the focus of the work of theParty and the government. At present, the academia has elaboration on the performance, thereason and responses of the relations between the cadres and the masses in rural areas. Butwith the rapid development of national politics and the economics and the society, as well asthe adjustment of national strategy, more and more resources are going to the countryside. Itbrought changes to the village and especially to the relation between the cadres and themasses in rural areas. The related research is being doing. This thesis makes analysis of thechanges the countryside due to resources with such methods as interviews, literature andsurvey method, with Caoxing village located in the Liangjiang New District city ofChongqing as a case study. National resources going to the countryside mobilize the massesand the cadre to devote to the economic and social development of the rural area. But on theother hand, it also has impact on the relation between the cadres and the masses in rural areas.What the author tries to do is to find the reasons for the changes and make relevant conclusionand enlightenment.This paper consists of three parts. The first part is the introduction. It includes the origin,significance and status of the research and some basic concepts. The second part is tointroduce the basic situation of the sample village after the reform and opening up and thechange of relations between the cadres and the masses. The relation between the cadres andthe masses in Caoxing Village after the reform and opening up can be divided into threestages: contradiction period at the beginning of the reform; indifference period after thereform of taxation and expenses; disharmony period after the resources going to thecountryside. The third part mainly analyzes the causes and consequences between theresources going to the countryside and the change of the relations between cadres and themasses. The focus of the analysis is on the analysis of changes of the village governance dueto the resources going to the countryside and its relation with the change of the relationshipbetween cadres and masses. Resources going to the countryside have brought great changes tothe.rural infrastructure and farmers’life. But why the plentiful resources and policies give thisvillage the unharmonious relations between cadres and the masses rather than improvement?The thesis, based on the reality, highlights the new changes of the relations between the cadres and the masses in new period, seeing the essence through the phenomenon. Throughanalysis the author finds that there are many factors that can influence the relationshipbetween the cadres and the masses. The main ones are the interest distribution, lack ofexpression mechanism and the weak supervision of the village supervisors. The conclusionand enlightenment are shown in the fourth part. In this part, the author comes to theconclusion that in order to build a harmonious relation between the cadres and the masses inthe rural area, all sorts of relations need to be straightened out beside the national one-wayresource input. Meanwhile, the rural grassroots organizations should be conducted togetherwith the villagers’ self-governing. Organizational guarantee is a must for the good relationsbetween the cadres and the masses. At the same time, the villages’ extensive identity with thecadres in the mind and action etc makes it easier to better play the effect of various resourcesin rural areas. Resources to the countryside are resulting in the change of the interest structure.Harmonious relationship between the masses and the cadres can give full play to the nationalpolicy resource effectiveness and improve the performance of countryside governance, it is ofgreat importance to the political stability and development of China.
