To enhance the actual effect on the Ideological and Political education has always been the key and difficult question which Ideological and Political teaching staff have to face. On December 7, 2003, in nation propaganda work conference, Comrade Hu Jintao specially emphasized that the propaganda ideological work certainly needs "to form the new mentality, explores the new method, open the new way, form the new result." On October 14, 2004, the Central Committee of the CCP, the State Council send out "about Further Strengthen And Improve University student t Ideological and Political education Opinion" (to be called "Opinion"). It points out that it is important to "practically reform teaching content, improve education method and improve teaching method". From Comrade Hu Jintao's speech to "three changes"in"Opinion", we comprehend this kind of spirit, that is which during renew the Ideological and political education content, we must pay great attention to its form, including innovation of method.The education reform on moral education in higher institutions, proposed since party's 16 sessions of three CCP plenary conferences "humanist" science development idea, started from 2004 to march into the fast development track. Take the artificial premise, by the artificial power, by the artificial goal, all by the person as the center. All for the person, has passed through the universities moral education and the teaching work, and has proposed a series of unprecedented challenging topics to universities moral education and the teaching that never "relaxed a prohibition" in the education content. These topics include: How to implement and carries out the human nature principle to adjust the original content on the moral education and teaching? How to build the education and the teaching structure and the process? How to effectively arrange and design the idea education according to the personal psychological rule? How to make the abstract theoretical teaching content become liable to accept? And how to create environment and background which matche with it. Therefore, in the new century, on the universities moral education and the teaching, we must comprehensively implement "humanist" the science development idea, must explore the content and the method which conforms to the accept psychologically rule, must create background and the environment which are harmonious mutually, must pay attention to and solve the esthetic processing on content and form,which are the complete essential meanings that the paper must study and elaborate.
